On September 12, 1996, an Ontario woman named Lana Dale Lewis died of a stroke at the age of 45. Her family and various moral entrepreneurs were convinced that the cause originated in a chiropractic manipulation she had received for migraines. The ensuing moral panic surrounding the use of chiropractic services lasted from 1996 to 2005 and was fuelled by media coverage, which occurred daily throughout the 22-month investigation into her death (Villanueva-Russell, 2009). The inquest into Lewis’s death by a coroner’s jury eventually rendered a verdict of “death by means of an accident” (Laeeque & Boon, 2004). Nonetheless, the media were successful in creating a moral panic, and anti-chiropractic messages began appearing in magazines and on websites (e.g., Chirowatch.com). The end result was a widespread but largely unfounded fear relative to statistical realities that damaged the reputation of the chiropractic profession (Villanueva-Russell, 2009). Moral panic over chiropractors led to reforms in Canadian health insurance systems. After 30 years of coverage, in 2004, Ontario “delisted” chiropractic services from its health insurance plan; the other provinces followed suit. This meant that people who utilized chiropractic services now had to pay for the treatment themselves (Deloitte, 2004). TOPIC For this assignment, we will address a large scale social problem in the U.S. – homelessness.  Our textbook does not deal directly with this subject, although there is a discussion of housing matters in the U.S. in Chapter 6 on Problems of Place.  You may also find Chapter 7 on Poverty useful in thinking about the problem of homelessness. RESEARCH There are two kinds of research required for this paper.  The first is traditional library research of scholarly sources and analysis of homelessness.  The second is local community research.  Most of us in the class live in areas where homelessness exists to one degree or another.  Begin working on this paper by finding out what you can about the extent of homelessness in your area and the problems and possible solutions associated with it.  A topic search on “homeless” in the local newspaper(s) is a good way to begin.  Find an organization in your area that works to reduce homelessness, and/or to provide assistance to homeless people.  These may be nonprofit organizations, city or county programs, church-related programs, or other kinds of outreach or public service groups.  Choose one program to use as an example in your paper.  To gather information about the organization, there are several possibilities: a personal visit to an organization, the organization’s website if they have one, or local news coverage, for example. ANALYSIS Chapter 1 on the Sociological Approach to Social Problems introduces you to two concepts you will need for this paper.  The first is a Sociological Imagination.  The second is the idea of a “Person-Blame Approach” to understanding Social Problems as contrasted with a “Systems-Blame Approach.”   In your community, where do you find evidence of a person-blame approach and evidence of a systems-blame approach?  These are always at odds in one way or another, and the conflict between them is one reason social problems persist.  What are one or two things you think would make the most difference in your community in reducing homelessness?  What are the most important one or two things we might do nationally to reduce homelessness?  Remember to keep your analysis framed sociologically within what we are studying this month. Length and Format The finished paper should be 5 – 7 double spaced pages. Social contract is an intellectual, even political theoretical paradigm, which focuses on the origins of the society and the legitimacy of the state authority over the individuals of the state. The basic tenet of this theory implies that the individuals of the state have permitted the state to exercise power over them to protect their rights and freedoms. in other words, there is a social contract between the state and the individuals – the people will give authority to the government and, in turn, seek the protection of their natural laws. Different theorists have come up with their own versions of the theory, with the same basic assumptions but, however, with minute differences in the perspectives. Hugo Grotius (1625) gave the idea of the natural laws and argued that all individuals should comply with the moral and religious values to ensure that everyone receives their due share of rights. Thomas Hobbes has an important contribution to the development of the theory, as he suggested that a social contract resulted between individuals and the state due to the anarchy, which was the reason behind poor living conditions of the individuals. Rousseau, on the other hand, gave a different version of the theory, as he believed that the general will of the people should be considered for the social contract, as every person has the right to express his or her will – thus he aimed at attaining social contract not by collective will but rather by the general will of the individuals. However, Pierre-Joseph’s version of the social contract implies that the contract is a result of the individuals trying to avoid coercion from other individuals.

In this section, be sure to note who is affected by your question. Fourthly, Analysis: This section contains an analysis of the gathered information. You will need to include a minimum of four scholarly peer-reviewed sources that address your question. You should also include information (properly cited, of course) from other sources such as key informant interviews. Synthesize the information you have gathered into a statement that reflects accurately the current knowledge on this topic, however disparate that may be. Fifthly, Action plan: Describe in this section how you and other professionals would proceed in your work based on this information. Support your position.
