Head of Administration
You are still the head of administration at the same child welfare institution that was described in the previous submission. You have now got used to the employment conditions, working hours and HSE. A collective agreement has been entered into with the Trade Union, and you have registered the company with NHO Service. But at one of the institutions, Solbekk with a total of twelve employees, there is still a lot of unrest. Environmental worker Lisbeth thinks she has been bullied by the shop steward Nils, because she refuses to organize. She says that she has felt bullied for a long time, not only by Nils, but by “everyone”. Nils tells you on the phone that Lisbeth is definitely not being bullied, but that she is a problem because she does not cope with the young people, and her behavior can trigger episodes of violence. Lisbeth wants you to do something with the bullying, Nils wants you to do something with the work environment in general and with Lisbeth in particular. Anton, who heads the Solbekk unit, thinks they are difficult to deal with both, and says that there is a conflict between them that he does not want to get involved in. He thinks most things work well, and that both exaggerate. A third employee, Kirsten, has been on sick leave for four months, without any kind of follow-up from Anton. No one really knows what’s wrong with her. You got to know about this because there was a letter from NAV asking for minutes from the follow-up meetings, which thus turn out not to have been held. In between all this, an accident happens in another of the homes. You hear about the accident via the general manager of the home, who calls and tells that one of the young people shot with an air pistol and hit an employee in the face, in the edge of one eye. The employee went to the emergency room, where the doctor on duty thought the eye would be fine again in a couple of weeks. There is no other documentation of the incident other than this telephone conversation between the general manager of the home and your friend, the head of the institution. Describe how to handle the shooting episode. Then make a plan for how to get the conditions at Solbekk in order. The plan should include both possible measures and what kind of meetings you should hold with whom, and what instructions you should give them.
