Police Officer to Make a Decision

Here is your assignment: provide a concise discussion regarding the ability of a police officer to make a decision on his/her own about arresting someone (or giving a ticket) who has actually violated a law.  In the context of what you have learned about police officer decisions, what are two (2) positives and two (2) negatives that can occur when an individual officer uses discretion when making an arrest or issuing a ticket (i.e., citation)?  Remember to consider some of the factors and issues discussed in class lectures when you think about your answer.
