Because of recession in 1980s and 2000, all three countries: Argentina, Peru and Costa Rica were in a state of crisis and in need of the World Bank and other external loans for reform in their health sectors. Identify which country out of three case studies was most vulnerable to IFIs interventions including increased privatization, reduced public financing of health, reduction of union involvement in social security and open to other neoliberal reform. Analyze with examples those forces which make them vulnerable?
