HEALTH CARE POLICY BRIEF ASSIGNMENT 2 Policy Issue Description The health care policy that will be addressed in this paper is the “Need to establish standards for licensed nurse to patient ratio in the state of Texas long term care facilities.” Long term care facilities are facilities that are designed to care for people who are unable to function independently in society. It is common practice in the state of Texas to find facilities for long term care that have insufficient licensed nurses to care for the patients. This results in inadequate health care provision for the patients and overworked and overwhelmed licensed nurses in the state. This essay provides an analysis of this health care policy and the effect of this policy on the state of Texas. Background: The need to establish standards for a licensed nurse to patient ratio in the state of Texas long term care facilities is of particular interest as this would ensure adequate health care benefits to the nurses, patients and the facility as a whole. When there is a large licensed nurse to patient ratio, the patients are too many for the licensed nurses to provide adequate care. This affects licensed nurses, patients, and facilities. Inadequate nurse to patient ratios results in inadequate patient care, exhaustion in the nurses and poor health care for the facility. The target audience for this policy is the Texas state legislators and government that can order and approve the implementation of standards on the licensed nurse to patient ratio. The creation of nurse patient ratio standards will result in efficient health care for the patients. The ratio of nurses to patients is 1:8 where a nurse attends to four or eight patients (Taylor, Lynn & Bartlett, 2018). Licensed nurses usually have multiple 12-hour shifts which often overrun to 133 or 14 hours thus overworking the nurses. If there were standards that ensured sufficient licensed nurse to patient ratio, there would be less communication and medication errors thus resulting in sufficient medical care for the patients in the long-term care facilities. I am proposing a standard that would allow and should set the ratio to 1:4. This would mean hiring twice as many nurses in the facilities which double the hospital expenditure on nurses’ salaries and benefits. Responses and Policy options: The Health and safety code Chapter 257. Nurse Staffing law has been established previously in the state of Texas to address nurse staffing in the state. The state government should enforce laws and standards that will reduce the ratio to 1:4 to allow enough time for nurses to treat patients effectively. The long-term care facilities will incur double operational costs in the staffing of licensed nurses.
