Why You’re in Danger of Building the Wrong Workforce Are We Building the Wrong Workforce for Tomorrow? To succeed in the future, health care organizations will need to provide care in the lowest-cost, most appropriate setting— and to accomplish this, they’ll need a different complement of people than in the past. But if today’s leaders don’t revise their workforce planning strategy, they’re in danger of building the wrong workforce. And investing in the wrong workforce would be costly. In light of relatively low nurse turnover rates, leaders can’t rely on attrition to make workforce adjustments. In fact, labor investment mistakes leaders make today will take 10–12 years to correct. But this reinforces a costly, hospital-centric model. BSN. The University of Texas at Arlington College of Nursing and Health Innovation Nurs-5382-400-Nursing and Health Care Policy Jakki G. Opollo, PhD, RN, MSN, MPH, NEA-BC. February 29th , 2020. HEALTH CARE POLICY BRIEF ASSIGNMENT 2 Policy Issue Description The health care policy that will be addressed in this paper is the “Need to establish standards for licensed nurse to patient ratio in the state of Texas long term care facilities.” Long term care facilities are facilities that are designed to care for people who are unable to function independently in society. It is common practice in the state of Texas to find facilities for long term care that have insufficient licensed nurses to care for the patients. This results in inadequate health care provision for the patients and overworked and overwhelmed licensed nurses in the state. This essay provides an analysis of this health care policy and the effect of this policy on the state of Texas. Background: The need to establish standards for a licensed nurse to patient ratio in the state of Texas long term care facilities is of particular interest as this would ensure adequate health care benefits to the nurses, patients and the facility as a whole. When there is a large licensed nurse to patient ratio, the patients are too many for the licensed nurses to provide adequate care. This affects licensed nurses, patients, and facilities. Inadequate nurse to patient ratios results in inadequate patient care, exhaustion in the nurses and poor health care for the facility. The target audience for this policy is the Texas state legislators and government that can order and approve the implementation of standards on the licensed nurse to patient ratio. The creation of nurse patient ratio standards will result in efficient health care for the patients. The ratio of nurses to patients is 1:8 where a nurse attends to four or eight patients (Taylor, Lynn & Bartlett, 2018). Licensed nurses usually have multiple 12-hour shifts which often overrun to 133 or 14 hours thus overworking the nurses. If there were standards that ensured sufficient licensed nurse to patient ratio, there would be less communication and medication errors thus resulting in sufficient medical care for the patients in the long-term care facilities. I am proposing a standard that would allow and should set the ratio to 1:4. This would mean hiring twice as many nurses in the facilities which double the hospital expenditure on nurses’ salaries and benefits. Responses and Policy options: The Health and safety code Chapter 257. Nurse Staffing law has been established previously in the state of Texas to address nurse staffing in the state. This law ensures that all organizations establish a nurse staffing committee where 60% of this committee are nurses that are able to work directly with their patients for at least 50% of their duty hours in the facilities (Harrington, Schnelle, McGregor & Simmons, 2016).Infographic development Essay Paper ORDER NOW FOR CUSTOMIZED AND ORIGINAL ESSAY PAPERS A committee has been established that addresses the staffing plan issues that have been raised to the committee. It evaluates the outcome of nurse staffing on the provision of health care. The improvement of the licensed nurse to patient ratio should be heavily considered in the staffing plans. There have been debates to HEALTH CARE POLICY BRIEF ASSIGNMENT 3 reduce the minimum requirements for licensed nurses to attend to patients in facilities for long term care that will reduce this staffing deficiency. Stakeholder Analysis: Various institutions need to work together to improve the licensed nurse to patient ratio in the state of Texas. The American Nurses Association should develop policy initiatives that lower the nurses to patient ratio so as to allow the patients to receive adequate health care. The Association should also support the nurses and express their grievances to the state and federal government for the implementation of standards that seek to address this goal. The state government should seek to achieve adequate and efficient health care in all the long-term facilities through enforcement of laws and regulations which will address the staffing issue in facilities for long term care. Recommendations: In conclusion, there is a need to establish standards for licensed nurse to patient ratio in the state of Texas long term care facilities. This will result in better health care for patients and reduce exhaustion in nurses. The state government should enforce laws and standards that will reduce the ratio to 1:4 to allow enough time for nurses to treat patients effectively. The long-term care facilities will incur double operational costs in the staffing of licensed nurses. The American Nurses Association and state government should work together to establish standards for Licensed nurse to patient ratio for facilities for long term care.
