A reliable instrument is one that is consistent in what it measures. If, for example, an individual scores highly on the first administration of a test and if the test is reliable, he or she should score highly on a second administration.
Imagine that you are conducting a study for which you must develop a test in mathematics for 7th-grade students. You develop a 30-point test and distribute it to a class of 12, 7th-grade students. You then administer the test again one month later to the day. The scores of the students on the two administrations of the test are listed below. Reliability is consistency across time (test-retestreliability), across items (internal consistency), and across researchers (interrater reliability). Validity is the extent to which the scores actually represent the variable they are intended to.  The assessment ofreliability and validity is an ongoing process.
Validity implies the extent to which the research instrument measures, what it is intended to measure. Reliability refers to the degree to which scale produces consistent results, when repeated measurements are made. A reliable instrument need not be a valid instrument.
Outside of statistical research, reliability and validity are used interchangeably. Forresearch and testing, there are subtle differences. Reliability implies consistency: if you take the ACT five times, you should get roughly the same results every time. A test is valid if it measures what its supposed to.

Interrater
The degree of agreement between different people who experience or analyze the same object is calculated. Many scientists make the same test or analysis on the same specimen to assess the interrater reliability. Then you calculate the correlation between the results of their different sets. The high interrater Reliability on a test is based on the rating of the researchers.
Test-retest Reliability
The accuracy of the tests is calculated by repeating the same experiment on the same sample at a different time point. You use it when you calculate something in your test that you expect to remain constant.
